Cllr Tim Nelson has described Telford & Wrekin Council's Local Nature Recovery Strategy as "morally dishonest".
Labour's local plan for Telford & Wrekin will see about 8000 new homes build on farmland primarily around Muxton and Newport and on the Weald Moors.
He said "I just want the council to be morally honest about this. You can either protect biodiversity or build houses that meet the needs of other areas, but you can’t do both".
